Zhu Xiaokun: Encourage exports to enhance the international competitiveness of special steel products
"In recent years, China's manufacturing technology has had a certain brand effect in the world. I hope there will be more measures to safeguard the development of China, especially the private manufacturing industry." Recently, Zhu Xiaokun, a deputy to the National People's Congress and chairman of Tiangong International, told reporters that he will continue to cheer for the development of the manufacturing industry. At this year's National People's Congress, Zhu Xiaokun will make suggestions on topics such as enhancing the international market competitiveness of special steel products and promoting energy conservation and emission reduction in steel enterprises.
The "14th Five-Year Plan" clearly states that we must focus on the development of the real economy and accelerate the construction of a strong manufacturing country and a strong quality country. In Zhu Xiaokun's view, it is particularly important to accelerate the development of advanced manufacturing, accelerate the construction of a strong manufacturing country, and promote high-quality development of the steel industry.
"China is the world's largest producer of steel products, and its steel production capacity has ranked first in the world for many years, but high-end special steel accounts for only about 10%, which is lower than the world average." To this end, Zhu Xiaokun suggested encouraging the export of high-end steel products, continuing to implement export tax rebates for special high-alloy steel and alloy powder steel materials in the subdivided fields of the steel industry, and increasing the international market competitiveness of China's special steel products.
Zhu Xiaokun believes that for steel products that have been exempted from export tax rebates, the distinction should not be limited to alloy content. What is more important is to distinguish between processing technology and application fields, and treat steel products that directly and indirectly affect the energy consumption and ore use of the "dual carbon" target nodes differently.
"High-speed tool steel, die steel, powder die steel and other products all use low-energy smelting methods and clean and environmentally friendly production equipment in the production process, and directly recycle and reuse the waste generated in the production process. These products belong to special products in the subdivision of steel products, and exports should continue to be encouraged." Zhu Xiaokun suggested that technical exchange and communication channels should be established in the form of terminal application information feedback to promote the capture and mastery of key core technologies.
Zhu Xiaokun also brought suggestions to support energy-saving technical reforms of high-end special steel production enterprises. He believes that backward production capacity and equipment should be restricted and eliminated, energy-saving technical reforms should be encouraged and supported, and enterprises that produce in compliance with laws and regulations and carry out technical reforms and energy conservation should be strongly supported and encouraged, and green channels should be opened to accelerate the high-quality development of the entire industry.
As a manufacturer of advanced basic materials and key strategic materials, Tiangong International's powder metallurgy production line has been put into production, successfully overcoming the key technical difficulties of "stuck neck", filling the gap in my country's large-scale production of powder metallurgy.
In the next step, Tiangong International will vigorously promote the research and development of high-precision and high-performance tools such as powder taps. "The product manufacturing of powder metallurgy materials is also an area that needs to be developed urgently. We made up our minds to make breakthroughs in this field last year."
